A couple different allusions here. The name-dropping of light and "the mountains" in the last verse suggests the Transfiguration, which is the theme of the next mini-section. However, some of the other commands call back to a story from early in Jesus' ministry, which we sometimes read during Epiphany. Jesus shows up at the synagogue and reads a passage from the Old Testament (Isaiah?) about how the Spirit has called the narrator to proclaim good news to the imprisoned, poor, brokenhearted, etc. and then says "and today this scripture has been fulfilled," awkward mike drop.
