The tune is "attributed" to Christian Witt, which sounds like a pretty Anglo name but he was actually German, and the tune name is "Stuttgart," which is a city in Germany, although not one Witt appeared to have a particular connection to. (The city also has a US military base so it's a semi-frequent travel destination for feds/contractors/trade shows.)
The text alludes to various water-themed Biblical stories; the Creation, crossing the Red Sea, Jesus' baptism, and living water--which could be a reference to everyone's baptism (it is in this section) but also the woman at the well.
