6/4, but with a pickup--which is one beat, consisting of an eighth rest immediately followed by an eighth note (so the last measure can be a full five beats). One of the few melodies that technically begins with an eighth rest. :P
Why does Herman Stuempfle Jr. like the image of a "heart compassionate"?
No idea, but it shows up again in the title of another one of his hymns. (Presumably because it scans better than "compassionate heart"?)
